It was probably a West Australian driver visiting your fair state.
Sometime in 1997 or 1998, while I was overseas, there was apparently a highly secret government program to neuter every driver in Perth. I can find no evidence of this program in the newspapers or government memos of the day, but it must have happened because when I left, Perth drivers had balls, and when I got back, they didn't. QED.
I regularly find that the traffic IN ALL THREE LANES on the freeway is doing 85 when the limit is 100. People are apparently so nervous about speed cameras that they're afraid even to approach the speed limit, much less exceed it.
The road rage this evokes in me is loud and fearsome to behold.

I was briefly excited that the speed limit was 100. That would really wreak havoc on gas prices up here though.
